Another model that our class looked at was one that dealt with the choices that are made by governments in an attempt to combat internet hackers. The problem that this model attempts to solve is that of malicious actors attacking innocent web users. A government can observe two possible actions in this model- either a spike in web traffic as represented by M1 or a user trying to access a secure browser as represented by M2. The difficulty for the government is to determine whether the spike in web traffic or a user trying to access a secure server has malicious intent or is just an innocent user.
Given that the internet is never 100% safe, it is only possible to manage the risk created by hackers. In this case, a blocking strategy needs to be used by the government with the goal of keeping the hackers guessing.
